Could you be our new Parish Clerk/RFO?

Are you committed to serving the community? Are you a good administrator, an effective communicator and a competent manager? Would you consider joining Tintwistle Parish Council as our Parish Clerk/RFO?

Tintwistle is a thriving village in High Peak, situated in beautiful countryside, in the Peak District National Park. We’re looking for a dynamic and collaborative individual to serve the Council. You will be a self-starter, able to show initiative and to think on your feet.

The successful candidate will need to build a wide range of positive relationships with councillors, staff, residents, businesses and other organisations. You will also manage our contractors and take overall responsibility for all the Council’s administrative and financial functions.

Tintwistle Parish Council, with 10 councillors, is a busy Parish with responsibility for the village community centre, recreational areas, dog poo bins, defibrillators and 78 allotments.

The Council provides a range of services including open spaces, allotments and the Community Centre. The Parish Clerk is expected to be fully involved in supporting the Council to:

  • Enhance the attractiveness of the village as a place in which to live, work, and visit.
  • Engage with the community to identify their needs, priorities and wishes, protecting and improving their quality of life
  • Improve equality of opportunity for all residents.

The Clerk and RFO has overall responsibility for all administrational requirements in relation to Council finances, services and activities and executes all aspects of Council business. This includes attending meetings, minute taking, events management support, controlling statutory and financial records, and ensuring that all legal requirements are met within prescribed time limits. Applicants need to be:

  • a competent administrator with good IT, secretarial and financial-management skills, preferably with parish council experience and use of Microsoft and payroll systems
  • proactive and able to work on their own initiative
  • committed to the Council making a positive impact in the community
  • someone with excellent people skills, including the ability to work with councillors, members of the public and local and social media
  • a holder of the Certificate in Local Council Administration (CiLCA) or be willing to obtain the qualification. If not already gained, you will be offered any other training required

This fixed, part time post is for 12 hours per week, paid in salary band SCP13-17 (£13.97 – £14.95). There may be scope for a degree of working from home.

The successful applicant must also be willing to attend evening council meetings plus other meetings and events as and when required.
